Operators planning a private, charter, cargo or other non-scheduled movement into or across Rwanda should confirm the applicable Rwanda Civil Aviation Authority clearance before departure. A Rwanda landing permit or overflight clearance is tied to the declared aircraft, operator, route, schedule and purpose; it is not a general authorisation that can be transferred freely between movements.

This guide explains how to prepare a clear operational request. Requirements can change and additional information may be requested. Use the Rwanda Civil Aviation Authority (RCAA), its current landing and overflight clearance system, Rwanda’s aeronautical publications and NOTAMs as the controlling sources.

RCAA and Rwanda’s clearance system

RCAA regulates civil aviation in Rwanda and provides an electronic landing and overflight clearance service among its e-services. The correct submission route and supporting material depend on the operation. An applicant should retain the system or application reference and monitor questions until the authority issues a final clearance.

Most international business-aviation movements use Kigali International Airport (KGL/HRYR), but naming Rwanda or Kigali alone is insufficient. The request should identify the exact airport and complete routing. A national flight clearance does not automatically confirm parking, ground handling, fuel, customs, immigration or acceptance at another aerodrome.

Rwanda landing and overflight clearances

Landing clearance

A landing clearance covers the approved arrival in Rwanda subject to its conditions and validity. The authority must be able to identify the aircraft, operator, schedule, route, airport, flight category and purpose. A landing clearance is separate from airport service arrangements and any commercial traffic rights that may apply.

Overflight clearance

An overflight clearance applies when an aircraft crosses Rwandan airspace without landing. Submit the route, entry and exit information, schedule, aircraft identity, operator and purpose in the requested format. If a technical, fuel or passenger stop is later added, the movement should be reassessed as a landing operation.

Special-purpose operations

Diplomatic, state, military-related, medevac, humanitarian, aerial survey, photography, demonstration, dangerous-goods and other non-routine flights may require additional coordination. State the exact mission instead of using a broad “special flight” description, and identify any sponsor, receiving organisation or ministry interface.

Core document checklist

The final document pack is case-specific. Operators should be prepared to provide valid, legible copies of:

  • Certificate of Registration
  • Certificate of Airworthiness and relevant validity information
  • Aircraft insurance
  • Air Operator Certificate and operations specifications for commercial operations
  • Operator contact information
  • Crew licences or details where requested
  • Noise or radio documents where applicable
  • Passenger manifest for passenger flights
  • Cargo manifest and Air Waybill information for cargo operations
  • Dangerous-goods declarations and approvals where applicable
  • Charter agreement, mission letter, sponsor letter or diplomatic documentation where relevant

Registrations, operator names and validity dates must be consistent throughout the pack. Do not submit cropped certificates or expired insurance. When an owner and operator are different entities, explain the relationship clearly.

Operational details to submit

Prepare one controlled movement brief containing:

  • Registration, aircraft type and call sign or flight number
  • Operator and owner, where different
  • Private or commercial status
  • Exact purpose of flight
  • Full route and Rwanda airport
  • Arrival, departure, entry and exit details in UTC where requested
  • Crew and passenger numbers and data as applicable
  • Cargo description, weight and consignee where applicable
  • Local host, sponsor or receiving organisation
  • Ground handler and reachable operations contact
  • Parking duration, fuel uplift and requested services

The clearance request, operational schedule, filed flight plan and handling order should agree. If one party receives a revised time or registration, the change must be distributed to every affected workstream.

Commercial, charter, cargo and urgent operations

A foreign non-scheduled commercial operation may require review beyond a routine private flight. Carrying passengers or cargo for remuneration can introduce air-service or traffic-right considerations. Declare the commercial status and provide the AOC, specifications, charter information and any supporting documents requested by RCAA.

Cargo descriptions must be specific. Identify the consignor, consignee, Air Waybill information, weight, handling conditions and whether dangerous goods, medical items, valuables or temperature-controlled material are involved. Handling acceptance and customs coordination should be arranged independently of the aviation clearance.

For medevac and humanitarian movements, communicate urgency immediately while still providing accurate registration, routing, mission, patient or payload, receiving-party and ground-interface information. Diplomatic or state operations should follow the appropriate government channel as well as the aviation process.

Practical Rwanda permit workflow

  1. Classify the operation. Confirm landing or overflight, private or commercial, and any special purpose.
  2. Freeze the working movement. Check registration, type, routing, airport and UTC schedule.
  3. Validate the documents. Review legibility, expiry dates and consistency.
  4. Identify connected permissions. Check commercial, cargo, diplomatic, dangerous-goods or other authority needs.
  5. Submit through the current RCAA channel. Keep the application reference and responsible contact.
  6. Respond to questions consistently. Use one controlled source for revisions.
  7. Check the issued clearance. Compare registration, route, dates, validity and conditions with the final flight.
  8. Brief dispatch and crew. Provide the reference and align the flight plan and handler.

Lead time is not one fixed number for every flight. It varies with category, completeness, working days, additional-agency input and current authority workload. Apply as early as the itinerary permits and obtain a case-specific estimate for urgent movements.

Schedule changes and amendments

A change of registration, aircraft type, operator, route, airport, date, time, commercial status, passengers, cargo or purpose may require an amendment or a new submission. Do not assume a clearance can be transferred to a substitute aircraft.

Send revisions with the old and new details clearly identified. After approval, confirm that the flight remains within the authorised validity. Separately revalidate handling, parking, fuel, border services, transport and hotel arrangements for the revised schedule.

Kigali handling, parking and fuel are separate

For KGL, obtain written handler appointment and movement-specific acceptance. Confirm parking period, Jet A-1 uplift, ground equipment, passenger processing, customs and immigration interface, catering, transport and crew accommodation. Published airport or supplier capability does not reserve a service for a particular aircraft and time.

Frequently asked questions

Is an RCAA clearance the same as a Kigali handling confirmation?

No. Authority clearance and airport services are separate. Both must be confirmed for the movement.

Can an overflight clearance cover a fuel stop?

No. A fuel stop is a landing and changes the approval and service requirements.

Can a substitute aircraft use the same clearance?

Do not assume so. Report the registration and aircraft change immediately for authority review.

How early should an operator apply?

What commonly delays a Rwanda clearance?
